Yes that was her breast at the halftime show. Of course MTV didn’t mean for it to happen:

“The tearing of Janet Jackson’s costume was unrehearsed, unplanned, completely unintentional and was inconsistent with assurances we had about the content of the performance. MTV regrets this incident occurred and we apologize to anyone who was offended by it.”

At least the Lingerie Bowl didn’t pretend to not be completely over the top. That would have made a better halftime show than a bunch of musicians singing songs that are not more recent than 3 years ago.

I think U2 was the only good halftime show they’ve had of late. This whole "throw as many people on stage for five seconds of one of their songs? Sucks.
